All benefits are available to all regular full-time employees; some benefits are available to regular part-time employees.

Insurance Benefits

Medical, Dental & Vision
Medical, dental and vision benefits are provided through CIGNA. Regular full-time employees receive full coverage provided by the City. Employees may elect coverage for his or her dependents (i.e. child(ren) only, spouse only or family). Medical, dental and vision benefits are effective immediately, beginning the date of hire.

Life
Two life insurance plans are provided to employees by the City, at no cost to the employee: one year's salary through the Texas Municipal Retirement System for regular full-time and part-time employees and a $10,000 Life and AD&D policy through CIGNA Life for regular full-time employees.

Flexible Spending Accounts (Optional)
This optional benefit is available to regular full-time employees. With a medical reimbursement flexible spending account (FSA), employees can choose pre-tax contributions from each paycheck for out-of-pocket medical expenses. With a dependent care reimbursement FSA, employees can set aside a portion of each paycheck to cover the cost of care for dependent children under the age 13 who qualify as tax dependents and anyone claimed as a tax dependent because of physical or mental inability to care for himself / herself.

Supplemental Insurance (Optional)
This optional benefit is available to regular full-time and part-time employees through Colonial Supplemental Insurance. Available programs include: voluntary disability income, accident, hospital income, cancer, catastrophic coverage, intensive care, term life insurance and universal life insurance policies. Full-time employees are eligible for additional life insurance through CIGNA.

Retirement
Texas Municipal Retirement System
The City of New Braunfels provides membership to all regular full-time and part-time employees for the Texas Municipal Retirement System. Employee contributes 7% of gross income (pre-tax); the City matches the contribution at a rate of 2:1. The employee becomes vested with the City of New Braunfels after five years of service.

Once vested, employees become eligible for retirement at 20 years of service or 60 years of age. Employees with public service at another entity may apply for service credit toward total years of service. Upon retirement, TMRS provides monthly income for retirees, that includes the City's contribution.

Deferred Compensation (Optional)
This optional benefit is available to regular full-time and part-time employees through the ICMA-Retirement Corporation or Nationwide Investment Advisors. This voluntary 457-deferred compensation plan allows for employees to have a selection of investment opportunities, with the contributions taken on a pre-tax basis from each paycheck.

Leave Benefits
Vacation leave
All regular full-time and regular part-time employees are eligible to accrue paid vacation leave. Vacation leave is available to employees after six months from the date of hire.

Sick leave

Regular full-time and part-time employees are eligible to accrue paid sick leave and may use it upon hire, as it is accrued.

City Holidays
The City Council designates holidays for City employees. Twelve days per calendar year (beginning Oct. 1, 2007) are observed as paid holidays for regular full-time employees.

Other Leave Benefits
The City also offers leave for regular full-time employees for the following reasons:

  • Jury duty
  • Family medical leave (12 weeks / year maximum - paid and / or unpaid - must meet requirements under FMLA)

Other Benefits

Employee Assistance Program (EAP)
The City's EAP is designed to confidentially help employees deal with life's stresses and the variety of personal problems that can be develop from them. All employees and their household members are eligible for this benefit that is available 24 hours a day, year round.

Tuition Reimbursement

The City encourages and supports its employees in pursuing continuing education opportunities in keeping with the needs of the City of New Braunfels and its citizens. This program is available to employees who wish to voluntarily pursue educational advancement or training outside the course of their employment with the City.

Classes must be offered by an accredited school or university, recognized technical training school, or in a recognized GED course. Reimbursement rates based on the employee's successful completion of the course work and their level of academic success, up to 100% of reimbursement of tuition and fees, as further defined in the employee handbook.

Longevity
For every year of service completed, regular full-time employees receive additional pay each pay period. Additionally, service pins are awarded for years of in 5 years increments (i.e. 5, 10, 15) service at 5, 10, 15, 20, 25 and 30 years.

New Braunfels Public Library Card

All City employees receive a free New Braunfels Public Library card. Employees interested in obtaining a library card should complete an application at the Library.

Uniforms

Many departments provide uniforms to employees, depending on the position, including Police, Fire, Public Works, Airport, and Parks and Recreation.
